Iowa Independent Adjuster Practice Test

Until 2025, Iowa Code chapter 522C licensed only public adjusters. Senate File 619 (2025 Iowa Acts, chapter 28), effective July 1, 2025, rewrote the chapter so that independent adjusters, meaning contractors paid by insurers or self-insurers to investigate, negotiate or settle property, casualty or workers' compensation claims, must be licensed; adjusters already doing business in Iowa on January 1, 2025 had to meet the license and exam requirements starting July 22, 2025, three months after the act was signed. Staff adjuster licensing is optional, crop hail and multiperil crop adjusting falls outside the chapter, and House File 2582 (2026) exempts producers whom an insurer appoints and gives claim authority. To qualify you pass Pearson VUE exam 12-IA-21, apply through NIPR within 90 days, submit fingerprints if no earlier check exists and file proof of financial responsibility. The exam has 50 scored questions and a one-hour limit, and Pearson VUE lists no pretest items for it. The outline, effective January 1, 2026, is property only: the standard fire policy, dwelling and homeowners forms, commercial property and business income, law and ordinance coverage, inland marine floaters, the NFIP, crime and surety bond basics, policy provisions such as appraisal, subrogation and coinsurance, terms like waiver and estoppel, and the loss report. It ends with Iowa definitions and chapter 522C itself: licensing, discipline, penalties, standards of conduct and records. How to pass the Iowa adjuster exam

  1. Treat it as a property exam. The 12-IA-21 outline has no auto, general liability or workers compensation product sections, even though the license covers those claims. Spend your product study on the standard fire policy, DP and HO forms, the commercial property and business income forms, law and ordinance, inland marine floaters and the NFIP.
  2. Know chapter 522C section by section. The outline cites the chapter by section number. Learn who is exempt (staff adjusters, attorneys, fact gatherers and technical experts, producers with claim authority), the 90-day life of exam results, the 522C.9 exemption, the $50 fee per 24 months and the license denial grounds in 522C.13.
  3. Memorize the conduct rules. Respond to insurers and insureds within 15 business days, keep estimates and coverage determinations for five years, give the written estimate to both the insured and the insurer, never act as independent and public adjuster (or as appraiser or umpire) on the same claim, take no interest in salvage and accept nothing for referrals.
  4. Expect public adjuster rules too. The independent adjuster outline repeats items such as loyalty to the insured, the 72-hour no-contact period after a catastrophic disaster and the ban on soliciting between 8:00 p.m. and 9:00 a.m. Add the 15% and 10% fee caps and the contract rules in 522C.10.
  5. Study crime and surety separately. Section I lists employee theft, inside-the-premises theft of money and securities, robbery or safe burglary of other property, and the parties to a surety bond (obligee, principal and surety). Our topic banks touch these only lightly, so review the commercial crime forms and surety basics on your own.
  6. Pace for 72 seconds a question. Fifty questions in 60 minutes leaves little time to linger, and there is no penalty for guessing. A retake can be booked 24 hours after a failed attempt, and a pass is good for only 90 days, so have your fingerprints and bond, E&O or letter of credit lined up before you test.

Getting licensed in Iowa

Iowa now licenses independent adjusters as well as public adjusters. Iowa Code ch. 522C ('Licensing of Adjusters') was rewritten by 2025 Iowa Acts ch. 28 (SF 619), effective July 1, 2025; adjusters already doing business in Iowa on January 1, 2025 had to meet the license and exam requirements starting July 22, 2025. Staff adjuster licensing is optional. Crop-hail and multiperil crop adjusting is outside the chapter, and producers granted claim authority by an insurer are exempt (2026 HF 2582).

How many questions are on the Iowa independent adjuster exam?

Pearson VUE's Iowa Independent Adjuster exam (12-IA-21) has 50 scored questions with a one-hour time limit, and its content outline lists no pretest questions. It costs $44. If you also want an Iowa appraiser license, the combined Independent Adjuster & Appraiser exam (12-IA-23) has 100 scored questions in two hours for the same fee.

What score do you need to pass the Iowa adjuster exam?

The Iowa Insurance Division sets the passing score, and the Pearson VUE handbook does not publish it. You get a pass or fail report when you finish; a failing report shows your numeric score and diagnostics for the general and state portions. There is no penalty for wrong answers, so answer every question. Our timed practice exam uses 70% as its benchmark.

Does Iowa require independent adjusters to be licensed?

Yes. Since the 2025 rewrite of Iowa Code chapter 522C, anyone who acts as or claims to be an independent or public adjuster in Iowa must be licensed. Staff adjusters, attorneys acting as attorneys, people who only gather facts or give technical help to a licensed adjuster, and producers appointed and given claim authority by an insurer are exempt, and the chapter does not apply to crop hail or multiperil crop adjusting.

Do staff adjusters need an Iowa adjuster license?

No. People directly employed by an insurer or self-insurer do not need a license, but they must follow the rest of chapter 522C except the financial responsibility section. An optional staff adjuster license is available through NIPR with proof of employment and the 12-IA-22 exam. A staff adjuster may hold an independent or public adjuster license but cannot work under it while employed as staff.

What financial responsibility does an Iowa independent adjuster need?

You must file proof of financial responsibility before the license is issued. House File 2582 (signed April 9, 2026) removed the bond details from Iowa Code 522C.7 and left the form to the commissioner, and emergency rule 191-55.10, effective May 5, 2026, accepts a surety bond of at least $50,000 in favor of the state, an E&O certificate of at least $50,000 per adjuster with a $1 million aggregate, or a $50,000 irrevocable letter of credit. Firms may use a scheduled or blanket bond. If the coverage lapses, the adjuster's authority to act ends and the license stays inactive until new proof is approved.

Can a nonresident get an Iowa adjuster license without taking the Iowa exam?

Iowa Code 522C.5B requires nonresidents to hold a resident adjuster license in good standing in their home state, file financial responsibility and pass the Iowa examination unless 522C.9 exempts them, which covers adjusters licensed through an exam that included Iowa-specific law. The Insurance Division's adjuster page says a nonresident may instead have passed the appropriate exam in their resident or DHS state, so confirm your path with the Division before you book.
